What is it used for?

It is used as a filling point.

Work it loosely woven, so that you can count the threads. Use a blunt-pointed needle and strong yarn, similar in weight to a strand of the fabric. Start at the upper right side. Pull firmly on all stitches:

How do you do that?

Fig. APull the needle out at 1, slip it in at 2, pull it out at 1 and slip it back in at 2. Pull the needle out again at 3 to start the next pair of stitches. Repeat to the left.

Work the second row from left to right, placing the pairs of stitches under the upper pairs and through the same holes.

Repeat this point as many times as necessary.
